27 February 2023 – The Yemen High Level Pledging Event concluded today with a total of US$1.2 billion pledged by 31 donors. Once again, humanitarian actors will be faced with a funding gap, given only around 28 percent of the required US$4.3 billion has been raised. As the people of Yemen approach their ninth year in conflict, they still hold the glimmer of hope they experienced with the six-month truce in 2022, which saw a significant reduction in casualties and fighting and the prospect of being able to start rebuilding their lives. However, according to the 2023 Humanitarian Response Plan, nearly 23.6 million people (two thirds of the population) are in need of assistance, with the humanitarian community aiming to reach 17.3 million people. Today’s pledges mean organisations will be forced to reduce the number of people reached – including vulnerable women and children.
As the international community gathers to reflect on the humanitarian situation in Yemen in 2023 and prepares to pledge funding and re-focus political will towards addressing the crisis, it is important to consider what has and has not changed over the course of 2022. Equally, it is critical to fully understand the implications of insufficient and inequitable humanitarian funding on the people of Yemen amid what has to date been the absence of a long-term sustained solution to the conflict.

The failure for the parties to the conflict to reach an agreement to extend the truce brokered by the Office of the Special Envoy for Yemen beyond 2 October, is an extremely sad occasion for the people of Yemen and the humanitarian and development community. For six months, Yemenis have been placing hope on that glimmer of light at the end of a dark tunnel the truce has brought them.
With the current truce agreement set to expire on 2 October 2022, humanitarian organisations remind all parties to the conflict that the future of the people of Yemen is in their hands.
As organisations working in Yemen, we recognise and applaud the important steps taken by all parties to the conflict as they continue to work towards upholding the truce. Together you have enabled the longest period of calm for more than seven years, bringing relief and hope to the people of Yemen. During the past six months, we have seen a 60 per cent reduction in casualties. The amount of fuel entering Hudaydah port has quadrupled, allowing hospitals and businesses greater access to fuel, helping to maintain proper functionality of and access to public services, including critical medical treatments. Commercial flights from Sana’a have helped 21,000 Yemenis to access lifesaving medical care, pursue education and business opportunities and reunite with loved ones overseas.

After enduring more than seven years of brutal conflict the people of Yemen have finally had the opportunity to experience what it means to feel hopeful. An unprecedented truce, now in its sixth month, brings with it the possibility for longer-term peace and the chance to rebuild lives and livelihoods. But while the conflict has slowed, humanitarian needs continue to increase, and the humanitarian response remains under and unequally funded.
Thursday 18 August 2022 – At least 18 governorates across Yemen have seen the highest rainfall since July this year, with widespread destructive flash floods resulting in infrastructure, homes, food stock, and livestock being washed away. Nearly 30,000 families have been affected, and at least 91 people killed, a figure expected to rise, with many more injured or missing. The most hard-hit governorates have been Hajjah and Mahweet in the northwest and Marib in central Yemen. However, with torrential rains forecasted to continue till 20 August, casualties and destruction figures are expected to rise further throughout the country.
